Ukrainian-Latvian Scientific Projects Competition 2023-2024
From June 6 to September 2, 2022, the Ministry of Education and Science of Ukraine and the Latvian Council of Science have announced a competition for joint Ukrainian-Latvian research projects for implementation in 2023-2024.
Priority areas:
- energetics and energy efficiency;
- ecology and environmental management, including marine research, in particular research into the pollution of the seas with chemicals and microplastics;
- new technologies for the prevention and treatment of the most common diseases, research in the field of biotechnology, bioengineering and genetics;
- new materials;
- social sciences and humanities.
The competition is open to any research groups of higher education institutions, research institutions of both countries.
Submitting an application
The following documents must be submitted to participate in the competition.
- Cover Letter. Requirements: on the letterhead of the applicant institution addressed to the Deputy Minister for European Integration Oleksiy Shkuratov, a text in any form indicating the name of the joint project, priority area, names, and surnames of Ukrainian and Latvian supervisors, list of appendices. It should be noted that research on the project is not funded from the state budget within other competitions.
- Application form for participation in the competition. Requirements: bilingual (to be filled in consecutively in Ukrainian and English in one file). Requirements for all items of the application are given in the application file. (Please find the application form on the resource website)
- Letter of confirmation from the Latvian project manager. Requirements: on the letterhead of the partner institution addressed to the head of the applicant institution, a text in any form indicating the name of the joint project, which must match the name of the project in the application form, names and surnames of Latvian and Ukrainian supervisors.
- The act of examination is an open publication of materials on the topic of the project. Requirements: the expert commission of the institution approves the conclusion stating that the materials of the project proposal do not contain information prohibited for public publication, the text in any form.
- CV of Ukrainian and Latvian project supervisors. Requirements: The CV of the head from Ukraine is made out in two languages - Ukrainian and English, the CV of the head from Latvia is enough only in English.
- Fill in the Google form, to which you must add a completed application in * .doc and * .pdf formats. It is better to fill out the Google form after preparing all these documents.
Due to the martial law, these documents are submitted by the bidder in electronic form (scanned copies of the originals in * .pdf format) to e-mail: shevtsova@mon.gov.ua. The deadline for submission is September 2, 2022 (until 17:00).
The contestant, recognized as the winner of the contest, is obliged to submit the original documents in paper form.
The organizers will consider only those applications that are made in accordance with these requirements and were sent on time.
Selection stages:
- verification of documents for compliance with the requirements of the competition;
- transfer of applications for scientific examination;
- conducting scientific examinations in parallel in both countries;
- ranking of the list of projects based on the results of scientific examinations of both parties;
- selection and approval of research projects for funding at a meeting of the Joint Ukrainian-Latvian Commission;
- posting information about the winners of the competition on the website of the Ministry of Education and Science.
Selection criteria:
- scientific compliance;
- scientific quality and innovative nature of the project;
- ability and competence of temporary research teams to implement the project;
- the possibility of conducting joint research and the adequacy of the scientific method;
- experience in participating in international projects and future development of international cooperation;
- the quality of the infrastructure of the institutions involved in the project;
- participation in the project of young scientists (under 35 years old);
- possibilities for practical use of project results.
Intellectual Property
Ukrainian scientists, in particular project managers, should take all necessary measures to protect the scientific, technical and industrial values they own, as well as intellectual property rights. The main attention will be paid to ensuring that there is no unplanned transfer of Ukrainian technologies to other countries within the framework of cooperation.
Financing
The project proposal must be for 2 years. Funding is allocated for each year separately. Relevant contracts for the implementation of projects are concluded with the contractors every year. The decision to continue funding next year is made after reviewing the report for the previous year.
The Ministry finances the expenses of Ukrainian scientists during the visit to the Republic of Latvia, namely: travel, accommodation, per diems, visa costs if necessary and the cost of health insurance policy (the amount of per diems and the maximum amount of rent per day are calculated in accordance with CMU dated 02.02.2011 № 98).
Financial support also includes the salaries of Ukrainian participants in the research project. In addition, the contract for the implementation (transfer) of research work between the Ministry of Education and Science and the institution implementing the project provides for cost items for the purchase of materials and overheads to support the organization where the research project is implemented.
Visits of Latvian colleagues are provided at the expense of the Latvian side.
Additional Information
One and the same person can be the research supervisor of only one project proposal submitted to the competition.
Candidates for the competition from the Ukrainian side should make sure that their Latvian partners have submitted an application to the Latvian Council of Science.
Information about the winners of the competition will be published on the website of the Ministry of Education and Science of Ukraine in the section “Science” → “European and Euro-Atlantic integration” → “Bilateral scientific competitions” → “Results of competitions”.
Only the winners of the competition will be informed by e-mail to the e-mail specified in the application regarding further steps.
