AI use in public administration: challenges, opportunities, prospects

The Igor Sikorsky Kyiv Polytechnic Institute expands cooperation with the Council of Europe (CoE), the National Agency of Ukraine on Civil Service (NACS) and the High School of Public Governance (HSPG).

The signing of significant memoranda took place during the international conference ‘Use of Artificial Intelligence in Public Administration: Challenges, Opportunities, Prospects’ on 16 May 2025, organised by Kyiv Polytechnic in partnership with the NACS and the HSPG. These agreements outline plans for:

  • Integration of the CoE HELP course on Artificial Intelligence and Human Rights into the Kyiv Polytechnic’s educational process (in cooperation with the Council of Europe Office in Ukraine). This course was developed in 2024 by the Human Rights Education for Legal Professionals (HELP) Programme, by using the HELP methodology, in close cooperation with relevant services.
  • Optimisation of vocational training for public and civil servants (in cooperation with NACS and HSPG).

During the conference, experts explored ethical, legal, and security aspects of AI use, particularly in the public sector; examined cases, tools, solutions for using AI in decision-making; discussed smart solutions to AI challenges; and considered new competences of public servants in the AI era.

Participants included representatives from NACS, CoE Office in Ukraine, Verkhovna Rada (Ukraine’s parliament), the Ministry of Digital Transformation of Ukraine, the National Security and Defence Council, and HSPG. International experts from Finland and Poland also joined the discussion.

The event attracted wide attention, with more than 1,200 attendees from several countries tuning in via the live stream and over 500 joining through Zoom.

As Kyiv Polytechnic moves forward in its digital journey, this collaboration marks a milestone in shaping a public administration that is deeply grounded in human rights and democratic values.
